MAIDEN NEWTON PARISH COUNCIL MEETING

MINUTES OF MEETING HELD ON

THURSDAY 4 JANUARY 2007 AT 7.00 PM

There were two members of the public present and the following comments were made:

The blockage of village drains in recent heavy rain was discussed. Chairman Mrs Falkingham reported Dorset County Council are to clear the village drains with a blower on 05/01/2007 and the roads will then be swept. Chairman Mrs Falkingham also reported Dorset County Council are aware of problems with drains in Dorchester Road (at the end of Mill Lane and outside No.78) and surface water drainage in Bull Lane.

Minutes of Last Meeting – 7 December 2006:

These were approved and signed by the Chairman with the following amendments Owls Barn/Bridlebank not Owls Bank/Bridlebank and changing facilities for persons using the Hedley Haward Memorial Playing Field could be incorporated into a new building not would be incorporated.

Mr D Chalmers Traffic Management Dorset County Council (DCC) – Re: Dorchester Road/Bull Lane Junction – Consultation on request for additional length of no waiting restriction. Circulated. Chairman Mrs Falkingham proposed, Cllr. Long seconded and Council agreed not to endorse this proposal so close to the follow-up Public Meeting about traffic issues in the village but to respond after it has been discussed at the meeting.

Mr K Perry Senior Enforcement Officer West Dorset District Council (WDDC) – Re: Church Barn.

Mr F Dyke – Copied correspondence between himself and Mr K Perry Senior Enforcement Officer WDDC re: Church Barn.

Highways Act 1980: Section 119 Application for a public path diversion order – pre-application consultation. Dorset County Council (DCC). Council discussed the statements and agreed to return the following statement ‘I see no reason at this stage to object to the proposed diversion(s), but reserve the right to do so later’.

Mr S Woollard Technical Services Manager West Dorset District Council (WDDC) – Re: Consultation on the draft Dorchester Parking Strategy. Circulated.

Mr H Haward – Re: Plot 20 Kingsley Paddock. Council approved of the name ‘Kingsley Den’ for Plot 20.

Mr and Mrs Cross – Re: Proposed new village seat.

Planning Applications and Planning: 

‘Guide to the new planning system’. Circulated. Cllr. Mrs Johns to attend Consultation Workshop on 19/01/2007.

1/W/06/001677 Other Plot 20 Kingsley Paddock – Erect single storey detached building to form art studio. Council informed consent granted for this application 07/12/2006.

1/W/06/002288  Other 1 Bull Lane – Erect side porch. This application was considered and the corporate view of the Parish Council is that it has no objections to this application.

8.05pm Meeting suspended while latest situation regarding 3 underground LPG storage tanks at Harvey’s Close and above ground diesel storage tank at Maiden Newton Service Station was discussed. Meeting reconvened at 8.10pm. Clerk to contact Enforcement Officer for further information regarding the withdrawn retrospective planning applications and to pass details of Enforcement Officer to District Cllr. Patmore for him to investigate.

Clerks Salary (January 2007) - £156.88.

Computer allowance (Increase to annual allowance) - £150.00.

Magna Housing Association Ltd (Hire of room for monthly meeting January 2007) - £12.00.

Dorset County Council (Transport Timetable printing) - £89.00.

S. Falkingham (Railway Anniversary costs) - £50.00.

Courtstall Services Ltd. (Deposit for MUGA) - £5000.00.

Dorset County Training Partnership (Chairman’s Seminar) - £10.00.

Hedley Haward Memorial Playing Field and Multi-use games area (MUGA):

Cllr. Mrs Johns proposed, Cllr. Long seconded and Council agreed to accept the tender for the construction of the MUGA from Courtstall Services Limited. The contract was discussed and the decision made to upgrade to an acrylic surface. It was also agreed to apply for Section 106 monies to cover cost of upgraded surface.

Cllr. Wood asked if Working Group could investigate other uses for the remaining part of the Playing Field.

White Horse Mews Car Park and Picnic Area:

9.00pm Meeting suspended while latest situation discussed and the reason why the transfer of ownership with a dowry is no longer on offer questioned. Meeting reconvened at 9.07pm. Cllr. Mrs Johns proposed, Cllr. Long seconded and Council agreed Clerk to contact Mr S Woollard to ask why the transfer of ownership with a dowry is no longer on offer when it was discussed as an option at the last site meeting. White Horse Mews Car Park and Picnic Area to be discussed further at follow-up Public Meeting about traffic issues in the village.

DAPTC Matters:

Chairman Mrs Falkingham proposed, Cllr. Charman seconded and Council agreed to increase annual computer allowance from £100 to £250 as recommended by DAPTC.

Report on Meetings Attended:

Chairman Mrs Falkingham asked if any Councillors would be willing to represent Maiden Newton Parish Council on Youth and Community Centre Management Committee. Cllr. Mrs Johns to attend next meeting on 29/01/2007.

Any other business:

Cllr. Mrs Johns asked if St. Pier Ltd had been informed of complaint received by Parish Council regarding the number of motorcycle events taking place on Manor Farm. Clerk to contact Mr H. St. Pier.

Cllr. Mrs Johns reported the Manor Farm Close sign had been placed in an unclear, confusing position. District Cllr. Patmore to investigate.

Cllr. Wood asked if Cllr. Long would be prepared to be Maiden Newton Parish Council’s representative on the Fire House Trust. Cllr. Long agreed.
