MAIDEN NEWTON PARISH COUNCIL MEETING

MINUTES OF MEETING HELD ON

THURSDAY 7 DECEMBER 2006 AT 7.00 PM

Ms Fiona Kent-Ledger Dorset Partnership for Older People Project (POPP) Community Development Worker attended the meeting. Ms Kent-Ledger explained Dorset POPP was one of seventeen pilot projects in England. She described the purpose and funding of the project and how the project will be run.

There were three members of the public present and the following comments were made:

Concerns regarding the motorcycle events that take place on Manor Farm – the number of events, noise pollution, effect on the countryside and wildlife, safety issues for the motorcyclists, spectators and the walkers and horse riders using paths and bridleways across the farm. Concerns were also raised about vehicles using bridleways to access the events. Chairman Mrs Falkingham confirmed scrambling events, trials of speed and practising for such events can take place on fourteen days in any one calendar year. In addition individuals or small family groups can use land for another twenty eight days in any year. Events to be monitored in the New Year and the Planning Enforcement Officer West Dorset District Council informed of the number of events and approximate number of attendees. Chairman Mrs Falkingham confirmed that the Environmental Health Officer West Dorset District Council is aware of the noise pollution and the Rights of Way Officer Dorset County Council is aware of vehicles crossing paths and bridleways.

Chairman’s Report:

Council agreed Dorset County Council to be contacted regarding the poor condition of Wessex Ridgeway as it passes under the railway bridge.

Council agreed those residents close to the proposed position of the new village seat be contacted regarding the matter.

Planning Applications and Planning: 

1/W/06/001647 Major Cruxton Manor Farm – Develop land by the erection of cattle housing, milking parlour/dairy and associated yard. Council informed application withdrawn 16/11/2006.

1/W/06/001708  Other 22 Newton Road – Demolish shed and erect garage. Council informed consent refused for this application 10/11/2006.

1/W/06/001791 Minor Land adjacent to 5 Chapel Lane – Erect two storey dwelling. Council informed consent granted for this application 27/11/2006.

1/W/06/001677 Other Plot 20 Kingsley Paddock – Erect single storey detached building to form art studio. This application was considered and the corporate view of the Parish Council is that it has no objections to this application.

1/W/06/002006  Other 5A Ashleigh Avenue – Erect garage and store. This application was considered and the corporate view of the Parish Council is that it has no objections to this application. Council informed consent granted for this application 04/12/2006.

Chairman Mrs Falkingham reported that the audit for the year ended 31/03/2006 was completed on 05/11/2006. The Annual Return was approved and accepted by the Council.

Hedley Haward Memorial Playing Field and Multi-use games area (MUGA):

Council agreed that the working party will consider the tenders received and agree a tender at a meeting arranged on 11/12/2006. Ms S Davies Sports Development Officer West Dorset District Council and Ms N Davey Programmes and Communications Coordinator Groundwork UK will also be present at the meeting.

Cllr Charman proposed, Cllr Watts seconded and Council agreed for working party to prepare a contract on existing tender which can then be reviewed by DAPTC.

White Horse Mews Car Park and Picnic Area:

Chairman Mrs Falkingham reported an email received from Mr S Woollard and circulated to all Parish Councillors explained the transfer of ownership with a dowry is no longer on offer. White Horse Mews Car Park and Picnic Area to be an Agenda Item at the next Parish Council Meeting.

DAPTC Matters:

Chairman Mrs Falkingham reported she had attended the AGM 04/11/2006. She informed Councillors of the results of the Resolutions considered by Maiden Newton Parish Council at the last Parish Council meeting.

Report on Meetings Attended:

Chairman Mrs Falkingham reported she had attended a ‘Presentation on the new planning system and consultation workshop’ on 05/12/2006 and Cllr Mrs Johns had attended the same presentation and workshop on 04/12/2006. The ‘Guide to the new planning system’ is to be circulated and discussed at the next Parish Council Meeting.

Chairman Mrs Falkingham reported she had attended a special meeting at the Youth and Community Centre on 04/12/2006. She explained the Youth and Community Centre building is to be re-surveyed and a working party has been set up to consider the replacement of the building. A report will be presented at the next meeting of the working party to be held on 29/01/2007. Chairman Mrs Falkingham asked if any Councillor would be prepared to attend the working party meeting as a Parish Council representative. Changing facilities for persons using the Hedley Haward Memorial Playing Field would be incorporated into a new building.

Any other business:

Councillors questioned whether planning consent was required for the caravan parked on Norden Farm. Clerk to contact the Planning Department at West Dorset District Council regarding the matter.

Councillors questioned when repairs would be carried out to the road surface in Dorchester Road. Clerk to contact the Highways Department Dorset Count Council regarding the matter.

Chairman Mrs Falkingham reported Network Rail is to repair the signal box at Maiden Newton Railway Station next year. The stations electrical fittings are housed in the signals control box.
